meda Billing · GOÄ

GOÄ: documented services,
correct factors.

Private billing lives on two things: the services you performed and the factors your documentation justifies. Both come from the note. meda reads it.

In short

GOÄ in three sentences.

01The private catalogue.

The scale of fees for doctors (GOÄ) sets the fees for medical services unless a federal law says otherwise.1 In practice that mostly means privately insured patients and self-payers.

02Points, point value, multiplier.

Points times the point value of 5.82873 cents give the simple fee. The multiplier (Steigerungsfaktor) multiplies it.1

03Above 2.3, with a reason.

For most services the multiplier lies between 1.0 and 3.5. Above 2.3 every item needs a written reason; above 3.5 a fee agreement made before the treatment, which is ruled out for sections A, E, M and O.1, 2

Where fees can be left behind

The multiplier the note supports.

Under the GOÄ, fees are lost in two directions: billed too low, or too high without evidence. The safe position is the same in both cases.

ServicesRangeThreshold
All other services1.0 to 3.52.3
Sections A, E and O1.0 to 2.51.8
Section M (lab) and no. 4371.0 to 1.31.15
Up to the threshold the GOÄ requires no written reason.1
01Too low.

A demanding service billed at the standard multiplier, although the note shows the extra effort.

02Too high, without evidence.

A multiplier above the threshold that the note does not support. According to the Bundesärztekammer, a bare “especially time-consuming” is not enough.3

03Evidenced.

The multiplier the note of this contact supports, with its own reason for every item.1

meda Billing

How meda works with the GOÄ.

meda shows you the GOÄ services and multipliers your note supports, each with the sentence behind it.

From the consultation.

meda writes the note down during the consultation and shows the GOÄ services it supports.

The multiplier with its reason.

meda suggests the multiplier with the sentence in the note that justifies it. The doctor decides.

Before the billing service.

If a private billing service (Verrechnungsstelle) handles your GOÄ, meda works before it: once approved, it goes into the process you already trust.

Why now

GOÄneu rewrites the catalog.

Under the draft by the Bundesärztekammer and the PKV-Verband, multipliers give way, as a rule, to fixed euro amounts and surcharges.6 What that means for a single practice depends on its specialty and its service mix — old and new GOÄ positions generally have no 1:1 relationship.7 What holds either way: the code you can bill is the one your note supports.

There is no date yet.

GOÄ questions

Does meda suggest higher multipliers?

meda shows the services and multipliers your note supports, with the evidence attached. Nothing beyond what the note justifies, and the doctor decides every item.

Do I need a reason up to 2.3?

No. The GOÄ asks for a written reason only above the threshold (section 12(3)).1

Do lab and imaging use the same multipliers?

No. For sections A, E and O the range is 1.0 to 2.5 with a threshold of 1.8; for the lab (section M) 1.0 to 1.3 with a threshold of 1.15.1

We bill GOÄ through a private billing service (Verrechnungsstelle). Does that change anything?

No. meda sits before the billing service: the doctor approves the documented services, and more complete input flows into the process you already run.

When does GOÄneu come?

Not yet. The Bundesärztekammer and the PKV-Verband submitted an updated draft to the Federal Ministry of Health in July 2026; there is no ministry draft yet. Both consider 1 January 2028 achievable. Until then, today’s GOÄ applies.4, 5

Does meda change anything in our PVS?

Only what you approve. Suggestions stay in the review; nothing enters your PVS unless you approve it.
